“Operation PAVE” isn’t a public works project, or blueprint for expanding an interstate highway. Rather it’s a program (established by the nonprofit organization the Paralyzed Veterans of America) whose aim is to do what its acronym stands for: pave access for veteran employment.

More specifically, it helps vets with spinal cord injuries find jobs and careers, and access resources as well as workplace accommodations (i.e. changes or adjustments to a job or work environment or process that sets one up to do a job successfully despite a disability). This may include specialized equipment and ramps to make buildings wheelchair accessible — among other options.
