While the military is still preparing to lift its ban on transgender service members, Vice President Joe Biden has already decided where he stands.

“No longer is there any question transgender people are able to serve in the United States military,” Biden said to a crowd of 3,000 at the Human Rights Campaign gala Saturday. “It’s simple. All Americans are qualified to serve, should be able to serve.”

The Pentagon is currently conducting a study to figure out what will happen if it allows transgender troops to enlist in the U.S. military. An August memo distributed by Defense Secretary Ash Carter suggested that the ban could be fully lifted as early as May 2016. As of right now, President Obama hasn’t made an definitive statements about his position on his issue.

Biden, who is rumored to run for president in 2016, also used his speech to take a sharp jab at GOP presidential candidates. While most Americans “have moved so far beyond them and their appeals to prejudice and fear and homophobia,” Biden said that “There’s homophobes still left — most of them are running for president.”

This is probably a reference to Mike Huckabee, who during the first GOP debate said, “I’m not sure how paying for transgender surgery for soldiers, sailors, airmen, Marines makes our country safer.”
