This joke is all based on a technicality, though. In the Netherlands (even in Amsterdam) marijuana isn’t “legal”, per se. The possession of it is not enforced. That’s why coffeeshops in the “Venice of the North” can get away with selling pot alongside their coffee and get truckloads of college students to come from the ends of the earth and spend their money and get high and eat brownies and freak each other out.

The District of Columbia — legally speaking — has a law in place that tops the Netherlands in terms of possession of the drug and the amount (as you can see in the infographic). But, then again, what’s the point of a law if you’re not going to enforce it?

By the way, did you know that Uruguay is the only country that has fully legalized weed? Bet you didn’t.
