Two of the top officials at the helm of the Department of Veterans Affairs used their positions to scam their own agency out of almost $2 million.

The Office of the Inspector General is scrutinizing the VA thanks to whistleblowers who claimed that more than 300,000 veterans died waiting for healthcare. As the OIG dives deeper into the rabbit hole of departmental corruption, it keeps unearthing new scandals.

The newest incident involves two top-tier officials, Diane Rubens and Kimberly Graves, who conned the VA out of thousands through ‘job-switch’ schemes.

When a VA employee is relocated due to a promotion or job reassignment, the department will reimburse their travel expenses with an average $21,033. When Rubens and Graves moved jobs, however, they received $228,000 and $130,000 respectively. The OIG found that they upcharged the VA so they could pocket the extra money.

Charging the department for more money than they needed was not all Rubens and Graves accomplished. The two women used their old executive positions to create new executive positions with fewer responsibilities and higher salaries in order to justify their moves. Not only did they get hundreds of thousands of dollars to just switch jobs, but they also created the cushy, high-paying jobs they were switching to.

This scheme allowed them to avoid pay raise limits and ensure that they didn’t have to work nearly as hard to enrich themselves.

“While we do not question the need to reassign some staff to manage a national network of (regional offices), we concluded that VBA inappropriately utilized VA’s (relocation) program for the benefit of its SES workforce,” the OIG report concluded.

After reading the report, House Veterans’ Affairs Committee Chairman Rep. Jeff Miller said that this scandal went beyond Rubens and Graves.

“These VA managers knew what they were doing, and it is clear that from day one VA officials were using the relocation expenses program to enrich themselves,” Miller said. “The actions of the individuals uncovered by this report are a discredit to VA employees and veterans.”
