According to the United States Attorney’s Office for the District of Kansas, a second man — Alexander E. Blair, 28 — has been charged in an alleged plot to set off a car bomb on behalf of ISIS at Fort Riley, an Army installation in north central Kansas.

The Topeka man is being charged with one count of failing to report a felony, a crime that can carry up to three years in prison.

Authorities say that Blair knew that John T. Booker Jr., 20, was planning an attack on the military base in an attempt to “kill as many people as possible” — and kept it to himself.

Arrested early Friday morning, according to a criminal complaint Booker tried to line up the detonation of a bomb in a van parked near a gate at Fort Riley. The bomb was put together by an undercover FBI agent, and was made of inert materials that couldn’t have possibly exploded, government officials say.

Here are the charges the Justice Department is laying on Booker:

  • Attempting to use a weapon of mass destruction
  • Attempting to damage property by means of an explosive
  • Attempting to provide material support to ISIS

While officials think Booker suffers from a mental disorder, they believe both he and Blair share serious extremist views.

The wannabe bomber first showed up on federal law enforcement officials’ radar when he attempted to join the Army, only to post this bizarre/radical text on his Facebook page shortly thereafter:

“Getting ready to be killed in jihad is a HUGE adrenaline rush!! I am so nervous. NOT because I’m scared to die but I am eager to meet my lord,”

They then set up an operation complete with an informant to lure him into revealing his motives, which he eventually did — admitting that he’d like to carry out the attack and the details surrounding it.

Both arrests are the culmination of this ongoing investigation.
